No. Your projects, data and reports all live on your own PC. The app runs fully offline; the only online step is downloading the zip. After downloading, extract the zip and run ElectricianStudio.exe — it creates its own data folder beside the program.

Yes. Each paid license covers one device; when you change machines, contact support with the new machine code and we re-issue the activation file.
